if you know who repo man is call them or just call police tip line

Find out who the repossesor is or which bank the loan is through
I’m not sure how you know that a repossessor is looking for this Chevy Tahoe, but in either case, depending on the State you live in, report the owner to your local version of child welfare.
In NYC, you can call 311, and leave an anonymous tip about the children being neglected or mistreated.
As for the car situation, you could notify the local police department, but they really don’t have anything to do with repossessors up until they actually recover a vehicle. A repossessor who recovers a vehicle, is required by law to report to the police department immediately after they recover a vehicle. This prevents the registered owner from filing a “stolen” car report.
For the vehicle, let the police know, but they can only do anything if it’s on public property. If it’s hidden, they need a warrant.
For the children, if you really have good reason, you can call child protective services and file a report.
Do you really want to take this on? Imagine what may happen if he finds out what you did. The people in his “profession” have friends in low places. Do what you must but think about the risk.
