If I owe almost twice as much as my vehicle is worth and my payments are ridiculously high, can they legally garnish my wages if I decide to surrender the vehicle?

They can try.
They will take the car and sell it at auction. Whatever the difference is, they can come after you. Say you owe 15,000 and they sell it for 9200. They can come after you for the 5800 still owed………….
