in all counties of the nation, this data is held at the county
recorder’s office [in some counties, the CR is operated by a dif name]
keeping in mind that sometimes it takes days or weeks for
clerks to RECORD filings.

If you’re renting, the owner’s name should be on your lease. Also, you could check with the Clerk of the Court with regard to property taxes for the building — the owner’s name will be on file and it is public record (so you can find out).

All you can do is look at county tax records to see who the owner of record is. This may not help you though. Many apartment complexes are owned by a company so you will not be able to locate any one person. If the foreclosure is not completed yet, or if it has not been recorded yet, then that information will not be accurate.

We could help you better if you tell us why you are trying to find who owns it. Just saying it has been foreclosed does not really tell us anything.

EDIT: You cannot go around the property manager. They strictly do what the owner instructs them to do. The PM is not trying to be rude or difficult, it is actually illegal for them to give you the owner’s information. The owner will not talk to you anyway. That is what they have the PM for.

Nothing is going to happen while the property is in transition. You really just have to wait.

If any of the issues are health or safety issues then call your local housing authority.
