Try putting on some colored papers on the walls, same colours as it is with the chicago musical/film posters
its like red, orange, yellow with gold borders on black background
dim the room and provide some spotlights
also make or draw tiny buildings and put them around the room
also for the dress….come as a showgirl (like the ones in the poster)…or as a sexy policewoman….

I recommend rope lights and the city skyline mentioned below. Come dressed in a full piece suit like the one Richard Gere wore in the movie lol. No one would be expecting that!
