I own an apartment building in San Francisco that is under the rent control and I am offering free water included in the rent. I recently discovered my water bill for the whole complex was outrageously high each month and I notice one of my tentants has been washing their laundry because I notice the clothes hanging and I have taken pictures as documentation and in the pictures they are always different bundles of clothes, I suspect the tentant is buying and selling used clothes? What can I do is this person protected under rent control? Or is this person protected from eviction?
