What does it mean when the city inspects an apartment building?

I am not sure whether this is the right venue. Recently, an inspector from the city of Los Angeles inspected all the units in our apartment building. I do not think this is from the Health Dept. but the last time we were inspected was two years ago when our apartment building was sold. Does this mean this building is for sale again?

How would a recession affect the average American?

The last time the US was in a recession, as I remember as a young child was in the early 90’s under the first Bush. I don’t understand how exactly a recession affects the economy, and how it differs from a depression.Rent Back
