I am not sure whether this is the right venue. Recently, an inspector from the city of Los Angeles inspected all the units in our apartment building. I do not think this is from the Health Dept. but the last time we were inspected was two years ago when our apartment building was sold. Does this mean this building is for sale again?

It could mean it was sold… more than liekly, it means there have been complaints. There are basic necessities of construction that must be met. (ie: no holes in exterior walls to allow rodents in; secure hadn rails for stairs)
Most likely someone made a complaint and that prompted the inspection. If there was any work done on the building recently that too would prompt an inspection from the city
When the whole City inspects an apartment building it can only mean one thing. A hottie has moved into the fourth floor adjacent to the sidewalk and the public has a very nice view of her working out topless on the balcony.
No, the building is not being sold.
I am in LA also. The inspectors come by every so often to keep the landlords “honest.”
