There is an official tutorial which was posted on The Sims 2 BBS Forums. It is a PDF file.
It sounds to me like you just need the cheat to change the lot into an Apartment lot. Go into the lot and type this cheat in. Make sure you don’t have any mistakes which would cause the Apartment to not function such as more than one door leading to an Apartment.
