I am just wondering if there are any other cities that charge broker fees for renting apartments in the USA or out.

they do that mostly outside the usa, usually in crowded countries, and areas. in most parts of the usa, they generally dont do brokers for rentals because you go directly to the apartment manager, but they dont really have apartment complexes in nyc, so you have to go through brokers. that is how it is in europe. nyc is kind of a country of its own and different from the rest of america. personally, i find the estate agents to be extremely dodgy, and there is a lot of potential for dishonesty.
I am in New York and no other place that I know of charges the tenant usually the landlord has to pay it. its unfair and unreasonable worst apartments I ever got were from brokers.
